After discovering the apartment's reserve fund, Hae-kang sets out to steal it. But first, he must somehow win the election to join the association.

Hae-kang enters a tight and competitive election. While a nosy opponent tries to sway voters, he spots a unique opportunity to win over the residents.

After winning the election, Hae-kang aims for the presidency. But when his gangster past is exposed, a new subway entrance becomes his lifeline.
